I propose to the corresponding
Commissariats to urgently discuss and edit the following measures today (2/VIII) in order to conduct them in the Council of People's Commissars on 2 and 3/VIII.
(Part of these measures should be in decrees, part in resolutions without publication. )*
1. Of the two systems: lower prices for manufactured goods, etc. or raise prices for bread, we must absolutely choose the second, because, with the complete equivalence of these systems, in essence, only the second can help us quickly increase the bread collection in a number of bread-producing provinces (Simbirsk, Saratov, Voronezh, etc.), and can help us neutralize the greatest possible number of peasants in the civil war.
2. I propose to raise bread prices to 30 rubles per pood, correspondingly (and even more than correspondingly) raising prices for manufactured goods, etc.
3. I propose to discuss: whether to establish this increase temporarily (to take into account the indications of practice regarding the correct foundations of commodity exchange), say for 1 - 1 1/2 months, promising to lower prices after this period (and thereby giving bonuses for rapid collection).
4. To decree a series of the most urgent measures to requisition all products of urban industry for commodity exchange (and increase prices for them after requisition in a greater proportion than bread prices are increased).
