Provisional Corrections or Theses to Comrade E. Varga's Draft
on the Organization of the Information Institute

1. Absolute and complete legality of the Institute for Berlin or Vienna conditions and for all Western Europe, England and America.

2. The seat of the Institute — Berlin or Vienna or Copenhagen or Christiania.

3. Economic and social questions should not be devoted to more than 20% of the Institute's working time and publications (20% for both together). 80% — to political questions.

4. As regards the political section, the task of the Institute consists only in collecting objective data on those questions which are legal and can be discussed openly.

5. The Institute must be completely independent of individual Communist parties.

6. The official name of the Institute should be approximately: Institute for the Study of Forms of Social Movement.

7. Principled instructions are given to the director (or no more than three directors) of the Institute.

8. On the basis of oral principled instructions, the director must work out a detailed, completely legal instruction and present this instruction here, in Moscow, for final approval by the ECCI.

9. Submission of reports — weekly or twice a week. Economic-social appendices — monthly or once in three months.

10. The Institute must exist in absolute isolation from any connection with Russian embassies.

11. The Institute should begin on a small scale. For German-speaking countries, Scandinavia and Slavic countries — German language only.

Extension of activity to Anglo-Saxon and Romance countries only on the basis of special agreements with representatives of each group of these countries. Agreement only here in Moscow.

12. Reports, or, better to say, publications, or correspondence of the Institute must be paid for by subscribers (newspapers, libraries, etc.).

The basic principle should be this: to organize the Institute and conduct its work in such a way that all workers' newspapers of all tendencies are compelled to subscribe to the Institute's publications and pay for them.
