## OF THE IV STATE DUMA*

Dear friends! In our opinion you made a mistake by getting involved with Feodor***.

Nothing but squabbling will probably come of it. You should have been publishing your own report 227. But now we must proceed from what has already been done. Given the present situation, it is necessary first of all to insist on complete equality and to introduce first of all a formal resolution, approximately as follows: "The Cooperative resolves that in the compilation of the report no majorization of one direction by another is permitted, and both directions (the 6-ka and the 7-ka) enjoy

complete equality in all respects, i.e., the commission is composed equally, disputed passages are edited by agreement, not by majorization. If the speeches of deputies are to be reprinted at the end of the report, then the selection of speeches is also made by agreement." This resolution is necessary. Otherwise, the commission will be composed equally, and then by a majority of one vote the Cooperative will approve what the liquidator proposes. If Feodora were to reject such a resolution, we recommend officially declaring that, given the unwillingness to grant equality, you reserve for yourselves complete freedom of action. You can nonetheless still put forward your own candidate.

We enclose the most preliminary sketch of theses:

1) The electoral campaign. Its circumstances. Results for the s.-d. Platform of the s.-d., eight-hour day, confiscation of lands, complete democratization.

2) The composition of the social-democratic faction. Its constitution. The Yagello affair 228. (Exposition of the viewpoint of the 6-ka and 7-ka. Indication of protests.)

3) The political platform of the faction and its first pronouncements. Declaration. Indication that the 6-ka rejects cultural-national autonomy. Indication that broad layers of workers approved precisely the slogans of the declaration. Characterization of the political position of the s.-d.

The principal slogans remain: eight-hour day, transfer of lands, complete democratization.

4) The faction's interpellations.

5) The faction and the budget.

6) The bourgeois factions in the Duma and sharp criticism of them and of the Liberals (speeches of Maklakov, the Octobrists, the Black Hundreds).

7) Workers and the faction. Mandates, appeals, responses, material for interpellations, mutual financial aid, etc.

8) Deputies' immunity (the case of Petrovsky) 229.
