a network of retail stores for the convenience of the population, through which monopoly products are dispensed, whereby Soviet stores and stores of cooperative societies are included in this network of retail stores. In order to obtain products distributed through Soviet and Cooperative stores, each citizen must be assigned to a specific retail store that is part of the network.

When transitioning to the municipalization of retail trade, local Soviets and food authorities are obliged to be guided by the following rules: a) the following are subject to municipalization, first, retail trading enterprises, and second, wholesale trading enterprises insofar as they have local significance.
b) primarily, trade in those products that have been declared monopolies is subject to municipalization.
c) Municipalization of retail trade in non-monopolized products is henceforth permitted only if central authorities create the possibility of supplying the population with these products through Soviet and cooperative stores.
d) When municipalizing branches of trade indicated in the previous paragraphs, the municipalized stores should not be sealed for more than seven days; trade in them must continue from the 8th day under the responsibility of an agent of the Food Department, and if it is impossible to appoint such an agent, under the responsibility of the Committee of Employees, even if the inventory of goods has not been completed, with all proceeds being deposited into the treasury of the Food Department. This rule also applies to stores sealed before the publication of this decree, whereby the one-week period in these cases is counted from the day of publication of this decree.
e) * Cooperative warehouses and stores are not subject to nationalization.** In those places where, prior to the publication of this decree, local authorities of Soviet power had nationalized
