[10] § 8.
The distribution of grain, necessities, and agricultural implements is carried out according to norms developed and approved by the Provincial Food bodies, in strict accordance with the general supply plans of the People's Commissariat for Food and with the norms established by the Provincial food bodies.
Note: Depending on the degree of need for grain in the consuming regions and the success of the seizure of grain from the hands of kulaks and the wealthy, the size of the grain ration issued to the poor may vary during different periods of distribution by the Provincial food bodies.
[11] § 9.
Temporarily, pending a special order from the People's Commissar for Food, the following [bases] rules for the distribution of grain are established.
a) From the grain surpluses completely seized from the hands of the kulaks and the wealthy and deposited in state grain reserves by July 15 of this year, the distribution of grain to the rural poor is carried out according to established norms free of charge, at the expense of the state.
b) From the grain surpluses seized from the hands of the kulaks and the wealthy after July 15, but no later than August 15 of this year, the distribution of grain to the poor is carried out according to established norms for a fee with a 50% discount from the fixed price.
c) From the grain surpluses seized from the hands of the kulaks [and the wealthy] during the second half of August, the distribution of grain to the poor is carried out for a fee with a 20% discount from the fixed price.
[12] § 10.
1) Temporarily [pending a special order from the People's Commissariat for Food] the following bases are established according to which are distributed:
Necessities and the simplest agricultural implements by volost committees through rural committees [on the following bases:]
a) In the [localities] volosts, where by the first of July the grain [and all agricultural] surpluses are found to be completely seized from the hands of the kulaks and the wealthy, necessities and the simplest agricultural implements are released to the poor with a 50% discount from the established prices.
b) In the [localities] volosts, where grain surpluses are seized from the hands of the kulaks and the wealthy by August 15, necessities and the simplest agricultural implements will be released with a 25% discount from the established prices.
c) In the [localities] volosts, where grain surpluses are found to be seized from the hands of the kulaks and the wealthy during the second half of August, necessities and the simplest agricultural implements are released to the poor with a 15% discount from the established prices.
§ 11.
Complex agricultural implements are transferred to the disposal of the volost committees of the poor for the organization of [collective harvesting of fields] public cultivation of fields and harvesting of the crops of the rural poor, and no payment should be charged for the use of such implements in areas where the volost and rural committees of the poor provide energetic assistance to the food bodies in seizing surpluses from the hands of the kulaks and the wealthy.
§ 12.
For the implementation of this decree, the necessary monetary funds are released at the disposal of the People's Commissariat of Food, without limitation of size, as needed.
