DRAFT DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS

ON POTATO PRICES

1) Postpone the introduction of fixed prices on potatoes until October 1.

2) Instruct the Central Statistical Administration:
to immediately mobilize all the forces of the statistical apparatus
for (.) the accounting of the potato harvest; (.) the accounting and registration of medium and large potato growers
first and foremost in the suburban, most potato-growing, provinces;
then in the other potato-growing provinces.

Require a report from the head of the Central Statistical Administration on the measures taken tomorrow, Friday, and then twice a week.

3) Instruct the Comprod (with the participation of the Commissariat of Internal Affairs and the Moscow Soviet) to urgently discuss how to introduce the requirement for named receipts (from the owner of the potatoes, who sold them), as a condition for the free transportation of potatoes by cart, rail, and water.

4) Instruct the Comprod to immediately mobilize the maximum forces for organizing by August 25 the urgent and mass purchase of no less than 40 million poods of potatoes at free prices and their delivery to state warehouses in the capitals and military bases.

ON THE ALLOCATION OF FUNDS FOR THE MAINTENANCE OF COMBEDS

5) For this purpose, attract mass worker forces through trade unions and the Soviets of industrial provinces.

6) Instruct the Comprod to provide a report on the progress of this operation and the measures for its preparation (as well as the recording of data related to it) tomorrow, Friday, and then twice a week.

7) Allocate 500 million rubles to the Comprod for the potato purchase operation.

8) Publish paragraph 1 of this decree 654 tomorrow.
