1 Lenin was elected to the X Congress by the Petrograd City Conference of the RCP among 37 delegates, supporters of the "platform of ten" (this information is in the "Izvestia of the VTsIK" No. 24 of February 4, 1921). In the questionnaire, Lenin did not indicate this, apparently because, in connection with the Kronstadt events, the Petrograd delegation to the congress was delayed, and the protocol of the election was delivered untimely, or not delivered at all.

NOTES AND MEMOS  

In the materials of the congress stored in the Institute's archive, there is no list of the Petrograd delegation. In the name dictionary published in the first edition of the stenographic report of the X Congress of the Russian Communist Party ("The Tenth Congress of the Russian Communist Party", stenographic report, GIZ 1921), the delegates with a decisive vote from the Petrograd organization are not indicated at all, and in the list of organizations represented at the congress, against the Petrograd organization, there is a question mark.

Just spoke with Zinoviev. He says: it is worth sending either
ordinary fighters, who will join the units, or individuals like
Poroshilov (a soloist can be given), who will be very useful.
It is not worth sending other people, as an ordinary delegate
will be useless.
Informing you of this, Lenin.

March 13, as on March 14, in the morning, Zinoviev, in his speech, mentioned that he was given a "printed note - a proposal for another factional list, not of our direction" (X Congress of the RCP. Stenographic Report, p. 216). Therefore, on March 14, the delegates already had the lists of the C.C., and Lenin could write about the "distribution of lists" no later than March 13, 1921.

The list of C.C. members proposed by the "ten" has not survived.
The numbers "25, 15, and 7" mean the number of C.C. members, candidates for C.C. members, and C.C.C. members. "9" and "2 (3)" probably mean the number of C.C. members not standing on the platform of the ten.
Jeiniui considered it necessary to ensure in the combined plenum of the C.C. and C.C.C. votes for the supporters of the majority of the congress.
