Now I will tell you some semi-foreign, semi-Russian news.

The publishing house of Bonch-Bruevich and Lenin is operating very quietly, with brochures coming out one by one. Only now has the long-promised brochure "The Struggle for the Congress" been published. Their slowdown is partly due to the printing press, but mainly due to lack of funds. Generally, the financial issue is the most desperate, as a lot of money is needed to send people to Russia (the demand is enormous) and for transportation. We must make every effort to get a large amount. Now everything depends on this; everything else is in place. But without this amount, we are inevitably stuck in such unbearable, agonizing stagnation as we are experiencing here now. We must break through and get the amount. And Russia is organizing and waiting for decisive steps from us! The Riga Committee has adopted a resolution to support this publishing house, as well as the Odessa, Nikolayev, and Yekaterinoslav Committees. Many are asking why the majority did not request permission, completely ignoring the situation and forgetting that Bonch-Bruevich and Lenin acted as private individuals, not on behalf of a group, although in Russia they did not understand this and adopted a resolution to support a group of individuals led by Bonch-Bruevich and Lenin. This is quite absurd. The Central Committee refused to transport the literature of the majority, considering it non-party.

In fact, there is a complete split in the party. A deal between the minority and the Central Committee has already been made, and they are pursuing one line, which consists of falsifying the congress and disbanding the committees "from below." This disbanding involves sending groups of Mensheviks to the majority's combat committees, who besiege the committee, agitate, and try to undermine the committee's credibility among the public, workers, and especially the periphery. Then, having prepared the ground with the help of the periphery, they create a scandal for the committee, demanding its dissolution. Such a scenario is now being played out in Petersburg with the benevolent participation of the Central Committee. The Central Committee is conducting a hypocritical policy towards the majority committees, declaring that if reconciliation with the minority does not take place, which is quite possible (what hypocrites!), then the Central Committee will call a congress, as the Central Committee is not against a congress and has not changed its views. They consider it possible to enter into an agreement with the editorial board of the Central Organ because they do not consider it a party organ, but an organ of a circle. Although the Central Committee is a majority, at the congress and after it, during the elections to the Central Committee, they were guided only by the consideration of whether X or Y is a good enough practitioner; at the congress, the Central Committee was not given any ligne de conduite, and therefore it can have its own and is not obliged to stand on the majority's point of view. In short, they are spinning some nonsense.

In Russia, the resentment towards them is strong. The Nikolayev, Odessa, and Yekaterinoslav Committees held a conference and adopted a resolution... The majority participants responded to them as follows... It is planned to conduct the election of candidates through several of their committees, then issue a notice of the formation of the Bureau of Majority Committees, then visit the other committees, offering them to join and add one or two of their own to the list of candidates.

Make every effort to get the light-minded destroyer moving faster. The delay is inexplicable and extremely harmful. Respond immediately and in more detail, and more definitively.
