1. Any individual who recognizes the Party’s program and supports the party—both through material means and by actively participating in one of the Party’s organizational units—is considered a member of the RSDLP.

2. The supreme organ of the Party is the Party Congress. Party Congresses are convened (as far as possible no less than once every two years) by the Central Committee. The Central Committee is obligated to convene a Party Congress if so requested by Party committees or by alliances of Party committees that, taken together, held one-third of the votes at the preceding Congress.
