PLAN OF THE ARTICLE “WHAT SHOULD WE DO WITH THE RABKRIN?”
[1923, January, no later than the 9th]

1. — Our state apparatus as a whole is the most bound up, the most 
saturated with the old spirit.
In this way we most renew it.

2. — The greatest mobility of a type of apparatus such as that 
connected directly with the Central Committee.

3. — Its greatest authority.

4. — Would there not then be too many members of the Central Committee?

5. — The character of Central Committee plenums as conferences has already emerged 
from our previous party construction.

6. — A resolution is possible on limiting the attendance 
of Central Committee members at sessions of the highest government institutions (Council of People’s Commissars, Council of Labour and Defence, All-Russian Central Executive Committee, etc.).

7. — A rota for their attendance at these sessions is possible.

8. — A rota for their attendance at sessions of the collegium of the Rabkrin is possible.

9. — A possible objection to this plan: too many inspectors, too much supervision, too much authority with the right to demand an immediate answer and tearing employees away from their direct work, etc.

10. — Answer: we envisage a staff in the RKI that is not of the usual type.

11. — How is it to be explained that in the Narkomindel the staff is better? And what conditions arise in order to obtain from the RKI a similarly renewed apparatus?

12. — The RKI must begin right now to organise work 
in a new way on the basis of five years’ experience.

13. — A new organisation of work on the part of the Secretariat 
of the Central Committee (organising the training of new members of the Central Committee in all the details 
of administration).

14. — A greater regulation of the sessions of the Politburo 
already 
follows from the course of work.

15. — An important plus from increasing the number of members of the Central Committee — 
a reduction of the personal, accidental element in its decisions, etc.
