STATEMENT ON THE TRANSFER OF POWERS TO G. V. CHICHÉRIN AS CHAIRMAN OF THE SOVIET DELEGATION TO THE GENOA CONFERENCE
The undersigned, Chairman of the Council of People’s Commissars of the Russian Socialist Federative Soviet Republic and Chairman of the Russian Delegation to the European Conference, hereby declares that, due to his overwhelming burden of state affairs and his health, which is far from satisfactory, making it impossible for him to leave Russia, he transfers, pursuant to the Resolution of the Extraordinary Session of the All‑Russian Central Executive Committee dated January 27, 1922, all powers vested in the Chairman of the Russian Delegation to Comrade G. V. Chicherin, Vice Chairman of the Russian Delegation.

The undersigned, Chairman of the Council of People’s Commissars of the Russian Socialist Federative Soviet Republic and Chairman of the Russian Delegation to the European Conference, hereby states that, owing to his heavy workload in state affairs and his health, which is far from optimal, rendering it impossible for him to depart from Russia, he transfers, on the basis of the resolution adopted at the emergency session of the All‑Russian Central Executive Committee on January 27, 1922, all powers held by the Chairman of the Russian Delegation to Comrade G. V. Chicherin—Deputy Chairman of the Russian Delegation.
