RESOLUTIONS OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b) IN CONNECTION WITH THE GENOA CONFERENCE
To Comrade Molotov (for the members of the Politburo)
I draw attention to Yu. Klyuchnikov’s article “The Genoa Conference” in No. 13 of Smena Vekh, 165; I propose:

1. To discuss jointly with our delegation members the question of enlisting Klyuchnikov as an expert.

2. To instruct the entire delegation to ensure that several articles are published in our press on the same topic addressed in Klyuchnikov’s article—articles that are more detailed and more thorough, offering a comprehensive and well-rounded treatment of the issue.

3. To require that each individual intending to travel to Genoa as an expert from Russia, or who is being considered for such a position, prepare, within a ten‑day period, an article providing a detailed examination of the question of Russia’s relations with foreign countries, focusing on the specific field of expertise chosen by that individual. Any of these articles—or sections thereof—that contain no confidential or clandestine material must be promptly published in our press.

4. To assign Chicherin and Litvinov the responsibility of ensuring that the distribution of topics for articles and the names of authors under Points 1 and 2 are reported to the Politburo within one week.
