DRAFT RESOLUTION OF THE PLENUM OF THE CENTRAL COMMITTEE OF THE RCP(b) ON ORGANIZING THE WORK OF THE SECRETARIAT
The Central Committee instructs the Secretariat to rigorously define and adhere to the allocation of official reception hours, and to publicly disclose this arrangement; at the same time, it should be established as a general rule that secretaries shall not personally undertake any tasks other than those that are genuinely of a fundamentally guiding nature, instead delegating such work to their assistants and technical secretaries.
Comrade Stalin is instructed to promptly seek out deputies and assistants who can relieve him of routine duties—except for his core responsibilities in matters of principle—within Soviet institutions.
The Central Committee directs the Organizational Bureau and the Politburo to submit, within a two‑week period, a list of candidates for membership in the Collegium and for the positions of Deputy Heads of the People’s Commissariat 87.
