PROPOSALS FOR THE ALLOCATION OF WORK AMONG THE DEPUTIES TO THE PRESIDENT OF THE COUNCIL OF PEOPLE’S COMMISSARS AND THE STO
Allocation of work among the deputies:

1. One deputy assumes responsibility for the STO, while the other two take turns heading the SNK on a monthly basis.

2. The People’s Commissariats divide up their respective portfolios according to a list modeled—either directly or by analogy—on the spring 1922 list.190

3. Comrade Kamenev continues the work already begun (for example, the trusts—namely, the Commission on Trusts; the accounting of expenditures for heavy industry).

4. Each deputy takes on the task of auditing the apparatus—certain segments on a weekly or biweekly basis (calculating and detailing the schedule so that each audit is devoted in turn to one People’s Commissariat after another; now to its upper echelons, now to its lower ranks; each audit must be formalized through a detailed written resolution). Any People’s Commissariat whose unexamined sections fail to implement the reductions and improvements—though entirely analogous to those prescribed for other Commissariats—will be subject to disciplinary measures ranging up to arrest and dismissal.
