PROPOSAL TO THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b) CONCERNING M. I. KALININ’S TRIP TO UCRANIA
To Molotov, for the Consideration of All Members of the Politburo
I submit the following proposal to the Politburo for a vote: Immediately dispatch Comrade Kalinin on a tour of Ukraine’s most grain‑producing gubernias to collect aid for the starving. Equip his expedition with the utmost care and thoroughness, ensuring that it is fully equipped to conduct successful advocacy campaigns for fundraising—through photographs, motion pictures, the presentation of eyewitness accounts from famine‑stricken regions, and the like. The responsibility for the practical, business‑oriented organization of the entire expedition shall rest personally:

1. With Kalinin, on the political side;

2. With a comrade designated and approved by the Politburo—a practitioner who is truly capable of carrying out and properly organizing this undertaking.
Kalinin and the entire expedition are hereby ordered to depart no later than in three days.
