1. The Politburo shall meet every Thursday, starting at 11:00 a.m. and no later than 2:00 p.m.

2. Should any matters remain unresolved, they shall be postponed either to Friday or to Monday, at the same scheduled time.

3. The agenda for the Politburo must be distributed no later than 12:00 p.m. on Wednesday. By that same deadline, all supporting documents (in written form) pertaining to the agenda must be submitted.

4. Additional items may be placed on the agenda on the day of the meeting only under the following conditions:

a) in cases of absolute urgency—especially when dealing with diplomatic matters—

b) solely in written form,

c) only if no member of the Politburo objects.
The latter condition—that no objection be raised to items introduced outside the official agenda—may be waived exclusively in the case of diplomatic matters, which cannot afford even the slightest delay.
