PLANS FOR THE POLITICAL REPORT OF THE CENTRAL COMMITTEE OF THE RCP(b)*
The plan for the political report to the Congress calls for presenting the entire exposition in light of three principal conclusions.
1 (A) Genoa. We will not allow ourselves to be wronged.
We have not been defeated—and we shall not be defeated, nor deceived.
2 (B) The Comintern. The outcome, the conclusion, the result of the world‑historical achievements of the great Russian Revolution:
a: bourgeois democracy—400 years of manure in just four years;
?: the revolutionary exit from the reactionary, imperialist war;
?: the Soviet form of state (the first locomotive is poor!).
3 (C) Now a respite for everyday work.
Responsible communists from the front ranks—step back!
The simple clerk—forward!
To the heights.
Small tasks.
Cultural and economic work.
Sweet little talk about “comradeship” (makes one sick) and class—We do not know how to govern:
the sober truth of Ustryalov. The clerk versus the responsible communist—a telling example (from Donbas and Pyatakov).
