I will not continue to review your work in such a systematic manner, for I believe I have already highlighted the most important points.
Let us focus solely on our state apparatus.
The recent census (October 1, 1922) recorded 243,000 members, compared to 231,000 (August 28, 1920). Education, intensive training of personnel, and the elevation of cultural standards.
