PLANS FOR THE POLITICAL REPORT OF THE CENTRAL COMMITTEE OF THE RCP(b)*
For the plan of the political report at the congress, the entire presentation should lead to 3 main conclusions.
1 (A) Genoa. We will not let ourselves be offended.
We were not beaten - and will not be beaten, and will not be deceived.
2 (B) Comintern. Sum, conclusion, result of the world-historical conquests of the great
Russian revolution a: bourgeois democracy 400 years of manure in 4 years
?: exit (revolutionary) from the reactionary, imperialist war
?: Soviet type of state (the first steam engine is bad!).
3 (C) Now a respite for everyday work.
Responsible communists from the front ranks back!
A simple clerk - forward!
Skimming the cream.
Small deeds.
Cultural and economic work.
Sweet communist lies (nauseating) and class- We don't know how to manage:
based truth of Ustryalov. clerk versus responsible communist example (Donbass and Pyatakov).

For the reporting year (1921 - 1922) in the field of the NEP, we did not so much fight as were fought. "For the beaten, they give two..."
Results of the policy for the year; lessons of the policy for the year - that's the theme.
Chronologically: 1) NEP; 2) Comintern; 3) Genoa. Reverse order:
About Genoa - nil novi after my speech on March 6 and the speeches of Comrade Trotsky, which are familiar to everyone. About the Communist International - Comrade Zinoviev's theme? Throw it out altogether?

Finale:
What "link in the chain"?
1918 - Soviets. 1919-1920 - resistance.
1921 - the beginning of construction. Famine.
1922: a gap (abyss) between the immensity of the tasks and material poverty and cultural
poverty.
Fill this abyss.
Stop the retreat:
We have enough (to ensure socialism) of what the proletarian state "occupied" minus what has already been conceded to the NEP.
Success is ensured if there is enough? of what? culture!!!
Ustryalov from "Smena Vekh" as an excellent antidote against "sweet communist lies."

urgent practical measures: Tsyurupa "rejuvenated"

Rykov: 1) Is Wilhelm good for anything, even through his surgeon.
2) the worst part was cut off and left in
capitalist society, and the best was returned to socialist Russia.

[Correspondence with Tsyurupa from the end of I. 1922 about a new approach to work. In connection with this, easing the Politburo, freeing it from unsuitable matters, increasing its authority and efficiency (example: Trotsky's commissions on Glavbum. Develop such commissions).

3. (b) "State capitalism." Scholastic understanding? No. Not the one that existed under capitalism, but a new concept, because it is a new phenomenon. The state = the working class, its vanguard, its crystallized organizational and cultural power.

The crux: the gap between the world-historical greatness of the tasks set and begun
and material and cultural poverty.

14. At the head of the masses (otherwise we are all a drop in the ocean).
The masses now consider economic and cultural work to be their own.
In the revolutionary moment, we did the maximum.
In a non-revolutionary interval, we must be able to do cultural work.

15. Do not abuse decrees ("the period of propaganda by decrees" has
passed), reorganizations, etc., etc. Modest cultural work, cultural-
economic. Verification of execution!!!

13. White Guards (including Mensheviks and Socialist Revolutionaries and Co.) see something in this to their
advantage! In vain! An overview of what has been done and what has not been done is very useful:
(a). Bourgeois-democratic revolution "they" say! Against them (400 years
of manure in 4 years!)
(?), exit from the war: a revolutionary exit from a reactionary war. And what about them? (?). Soviet state. The first in the world. A new era: worse than the first steam engine!!
Three are inalienable.
The fourth, and main, one is unfinished: the foundation of a socialist economy. To be redone many times.

14. Which "link in the chain" should we grab onto now?

1917 - exit from the war.

1918 - Soviet state versus Constituent Assembly.

1919 and 1920 - resistance to the invasion.

1921: an economic approach to the peasantry. The search for economic policy.

1922: The crux is not in institutions, not in reorganizations, not in new decrees, but in people and in checking execution. Selection of people and verification of execution. Under three (3) conditions:
(a) absence of intervention.
With Mensheviks and Socialist Revolutionaries: execution for political evidence. (?) The financial crisis is not too strong (not very strong? cleansing of state trusts). (?) Do not make political mistakes.

15. "The crux of the moment" (link in the chain) = the gap between the greatness of the tasks set and
the poverty not only material, but also cultural.

16. We must be at the head of the masses, otherwise we are a drop in the ocean.
"The period of propaganda by decrees" has passed. The masses will understand and appreciate only businesslike practical

work, practical success in economic and cultural work. ?? = Selection of people and verification of execution!

1. Party versus Soviet bodies. (Free from trifles. Increase the responsibility of Soviet workers.)

2. All-Russian Central Executive Committee? Sessions longer. Discussion more thorough. Verification more thorough.

1) Unsubstantiated accusation of the Central Committee in persecuting the former Workers' Opposition
