Would it not be possible to add:

1) details concerning the reduction of the apparatus? By types of services?

2) the same regarding normalization (you have a department for this, I'm told)?

3) the same regarding the comparison of data (all of it generally) by quarters?

4) the same — in how many volosts (and %) and in how many villages (and % of all villages) are there sales points?

5) the price of tea? is it not too high? Are you aware that this is a luxury item? How do you determine the permissible maximum price for tea?

6) division of products into necessities and luxuries?

7) sale of agricultural implements and including improved ones? measures for their propaganda? 468
