Plans for the Resolution
4. IV. 1922.
On the Tasks of the Chairman of the Council of People’s Commissars
1) 9/10 to the economic people’s commissariats, 1/10 to the remaining departments.
Finance at the forefront.
2) The primary task is to ensure thorough oversight of implementation.
3) The administrative apparatus—under the Control Department.
Avoid excessive expansion.
Minimum. Apparatus + RAKRI.
4) Inspection of grassroots-level workers
(and reorganization of party cells?)
5) Redistribution of communists among fellow civil servants, so that communists are not merely “lost in the shuffle,” not treated as mere pawns, but rather tasked with rooting out corruption and accelerating the flow of official documents.
6) Reading “Economic Life” is mandatory for both deputy chairmen.
This publication must be transformed into a vital organ of economic administration, responsible for verifying the timely submission of reports and the like.
7) The Central Statistical Office should transition from an academic institution to a practical tool supporting administrative oversight.
