Comrade Dovgalevsky, Today I read in "Izvestia" a report that the Nizhny Novgorod Soviet has petitioned the All-Russia Central Executive Committee to award the Nizhny Novgorod Radio Laboratory the Order of the Red Banner of Labor and to place Professors Bonch-Bruevich and Vologdin on the honor roll.
I request your opinion. I, for my part, would consider it necessary to support this petition.
By the way, in connection with your letter to me, I ask you to inform me whether you are fully satisfied with the work of the Nizhny Novgorod Radio Laboratory; and also to send me, if possible, the shortest possible review by Bonch-Bruevich on how his work is progressing on the production of loudspeakers capable of transmitting what is communicated by wireless telephone to the broad masses. This work is of exceptionally important importance to us, given that its success, which has long been promised by Bonch-Bruevich, would be of great benefit to agitation and propaganda.
Therefore, it is necessary to make some sacrifices to support this work. In particular, I have heard that in America similar work has already led to successful practical results.
It would be necessary to check whether the Nizhny Novgorod Radio Laboratory has at its disposal all the latest American literature on this issue.
I request your opinion as soon as possible, so that I can, if necessary, sign this or that message or petition at the All-Russia Central Executive Committee session opening tomorrow.
Chairman of the Council of People's Commissars
V. Ulyanov (Lenin)
