If I understood you correctly yesterday, you expect from me a report on the united front at the plenum of the Executive Committee by 5 February. I must say that I will not be able to deliver a report. At most, I could prepare theses on this question or a supplement to the basic theses, which I hope will be drawn up by someone. Send me the printed decision of the Executive Committee on this question and no more than one or two articles by foreign Communists on this subject, and then I will give you a final answer as to whether I can send theses and of what kind.

If I gave my consent by telephone, I evidently did not calculate the time of the speech and the period of treatment. I must decisively withdraw my consent. Replace me with Bukharin, and if he leaves, with someone else. Some results of the new economic policy can probably be prepared for you in the form of a brief report, by commissioning someone to write it, by agreement between Kamenev and me.

I ask you to discuss the question of whether to appoint Comrade Pyatakov as rapporteur at the plenum of the ECCI on the new economic policy, if neither Trotsky nor Kamenev agrees. Bukharin absolutely cannot, because he must leave immediately for Germany for treatment.

I think that Pyatakov's candidacy would be suitable, and if you agree, I ask you to have such a decision passed through the Politburo and to demand that Pyatakov write a draft of theses this coming Sunday, in accordance with the theses that were presented by me and approved by the Central Committee for the report at the last Congress of the Comintern.
