and to Comrade Orakhelashvili, Secretary of the Zakrai Committee

I am astonished by the indecent tone of the telegram transmitted over the direct line, signed by Tsintsadze and others—and for some reason delivered to me not by one of the Secretaries of the Central Committee, but by Bukharin.

I had been firmly convinced that all differences had been settled by the resolutions of the Central Committee Plenum, with my indirect participation and with the direct involvement of Mdivani.488 Therefore, I resolutely condemn the abusive language directed at Ordzhonikidze and insist that your dispute be submitted, in a proper and loyal manner, to the Secretariat of the Central Committee of the RCP for resolution—whereupon your message was indeed forwarded over the direct line.
