Comrade Trotsky :

I am sending on to you Frumkin’s letter which 1 have received
today. [1] I also think that it is absolutely necessary to have done with this question once and for all. If there are any fears that I am being worried by this
question and that it could even have an effect on my health,
I think that this is absolutely wrong, because I am infinitely more worried by the delay which makes our policy
on one of the most basic questions quite unstable. That
is why I call your attention to the enclosed letter and ask
you to support an immediate discussion of this question.
I am sure that if we are threatened with the danger of failure, it would be much better to fail before the Party
congress, and at once to apply to the group of the congress,
than to fail after the congress. Perhaps, an acceptable
compromise is that we pass a decision just now confirming
the monopoly, and still bring up the question at the Party
congress, making an arrangement about this right away.
I do not believe that we could accept any other compromise either in our own interests or the interests of the cause.
