Gleb Maximilianovich* informs me that the greatest threat to the grain tax lies in the sheer volume of foodstuffs—amounting to as many as 10,000 railcars—that are piling up at arrival points such as Moscow, Petrograd, Samara, Rybinsk, Yaroslavl, Kostroma, and other locations. This backlog is attributable to a lack of adequate storage facilities at destination stations and to widespread delays in unloading operations. While the practice of redirecting cargo from one point to another has, so far, yielded only limited results—since even after being redirected, railcars often remain stalled for weeks at various destinations, waiting indefinitely for both packaging materials and available warehouse space—the situation is clearly growing increasingly precarious as storage facilities become overwhelmed.
I request that you inform me of the current status of bread unloading efforts and of the measures being taken by the People’s Commissariat for Food Supplies to accelerate this process.

PROPOSAL TO THE PLENUM CONCERNING THE RULES OF PROCEDURE FOR THE POLITICAL BUREAU**
December 8, 1922
1. The Political Bureau shall meet every Thursday, beginning at 11:00 a.m. and concluding no later than 2:00 p.m.
2. Any unresolved matters shall be carried over either to Friday or to Monday, at the same scheduled time.
3. The agenda for the Political Bureau must be distributed no later than 12:00 noon on Wednesday. By that same deadline, all supporting materials (in written form) pertaining to the agenda must also be submitted.
