All papers sent to me from the Central Committee are to be recorded in a special book in the briefest manner, so that the record is in telegraphic style, no more than three lines. If there is any ambiguity or inaccuracy in the paper (in the style of questions: what do they want, how much are they asking for, what are they complaining about, what are they trying to achieve), then you are responsible for such inaccuracy.
