FROM A LETTER TO THE FINANCE COMMITTEE

In reviewing the budget of the People's Commissariat of Agriculture, the inter-agency conference refused to include the budget of the State Seed Culture Administration in the Commissariat of Agriculture's budget, proposing instead to request a loan from the State Bank, which, instead of the required 3.5 trillion rubles for the first quarter, is providing only one trillion.

Attaching enormous state significance to the work of the Shatilov trust and being convinced that the improvement of plant cultivation according to the American type is one of the most important bases for increasing the productivity of our agriculture—I request that the decision of the inter-agency conference be reconsidered, so as to satisfy, to the extent possible, the needs of the State Seed Culture Administration.
