LETTER TO G. V. CHICHERIN AND THE MEMBERS OF THE POLITICAL BUREAU OF THE CENTRAL COMMITTEE OF THE RCP(b) CONCERNING THE NOTE FROM THE POWERS OF THE ENTENTE REGARDING THE LAUSANNE CONFERENCE

To Comrade Chicherin and to all members of the Political Bureau
I do not have the time at present to thoroughly and seriously weigh every single phrase in the draft note to the Entente, which I regard as highly significant. I believe that each word must be scrutinized two or three times from the standpoint of ensuring that it does not imply that we are withdrawing from the conference.
In this respect, the note must be especially “diplomatic.” It seemed to me that, at the end of the note—which I had only glanced over very briefly—there were certain expressions that were not sufficiently diplomatic in this sense.
