Dear Comrades!
I apologize for having to disappoint you! I have been struck by a dental ailment that, right at the outset of my work, not only pulled me away from it but, once again—this time for a full week—left me utterly distraught. I am once more compelled to cancel all scheduled meetings (including those at congresses) for another week.
I deeply regret that I am unable to attend this congress in person. I sincerely hope that Comrade Kutuzov will be able to convey to you all the details and extend to you my warmest greetings and best wishes.
