Comrade Pyatakov:

Here is a rough record of our conversation of yesterday.

1) Comrade Pyatakov is to organise (and tighten up in
a military fashion) the State Planning Commission apparatus itself (or the apparatus of the State Planning
Commission itself); mainly through an executive business
manager. He himself should give this matter some 30 minutes a day as a maximum.

2) Comrade Pyatakov’s main task is:
a) verification of
the state-wide plan, above all the economic plan, chiefly
from the standpoint of the apparatus as a whole; b)
reduction of the apparatus, including our trusts;
c) verification
of the proportion between the various sections of the state
apparatus;
d) work to reduce the cost of the state
apparatus on the lines of an American trust: eliminate all
unproductive expenditures.

3) Comrade Pyatakov is to be released from the State

Planning Commission’s current work to a maximum (roughly, an hour a day).
