LETTER TO I. V. STALIN FOR THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(B) CONCERNING THE CONCESSION TO L. URKART*
Grant the concession to Urkart only on the condition that we are extended a substantial loan.
All members of the Politburo should review the report prepared by Mikhailov’s commission, which had been dispatched to inspect the factories slated for concession to Urkart and had delivered a negative assessment.
Our enemies are counting on the complete destruction of the fixed capital underlying our transport system and industrial sector. It is imperative that we find the means to restore this capital by imposing taxes on all consumer goods, pushing tax rates to their maximum on items such as sugar and beer.
We must also take into account the possibility of launching an internal compulsory loan and introducing an income tax.
