treated him only for his heart) and has been left for a long time in Germany.

We must manage without him; think seriously about who and how; consult with Stalin.

P.S. I think that you should first get fully cured,
have all your teeth fitted and learn to eat with them, and then you must tackle the Workers' and Peasants' Inspection with all your might. Assemble reliable people, 2–3,
from the collegium, instruct them to begin immediately a radical
reorganisation (instead of 8,000—2,000, raising quality;
seriously study normalisation, etc.).
