LETTER TO THE DEPUTY CHAIRMAN OF THE COUNCIL OF PEOPLE’S COMMISSARS
After August 25, 1922
I am sending you a clipping from “Izvestia” (it seems to be dated August 25)*.
I recommend that you arrange for this matter to receive the closest possible attention.
Please verify it—either through the Administration Department or the Secretariat.
If the report is accurate, we must offer our full support.
Has anything come of Rutger’s initiative?** Unlikely.
But if something has indeed emerged here, we should not only award him the Order of the Red Banner of Labor—but also send a letter to America, either in your name or in mine—
and we must urge the State Bank to devise streamlined loan programs for such enterprises—
and we must task the People’s Commissariat of Finance or the People’s Commissariat of Land Affairs with swiftly developing preferential terms to attract additional tractors (in the autumn; we need to act now, while there is still time).
This appears to be a practical, business-oriented initiative—a concrete form of practical assistance—and yet, when it comes to bureaucracy in our country, the depths are unfathomable!
Please ask the Secretary or the Administration Department to jot down a reply for me.
