Comrades Svidersky, Reske, Rozmirovich, Ruzer and other members of the Collegium of RaKri

I am very sorry that Tsuryupa was unable to work in RaKri. I fear that the work is not quite properly organized. The type of work - individual surveys and reports. Old-fashioned. And there is no overhaul of the apparatus and improvement. There are no model apparatuses built entirely of communists or entirely of students from party schools; there are no systematically developed norms of work that could be applied to other departments; there are no systematic measurements of what soviet workers can do in one week in various fields, etc.

I had hoped that the influx of new workers into the Collegium of RaKri would enliven the matter, but from my inquiries with Stalin, I could not see this. Please drop me a line, and then, if necessary, we will arrange a meeting. You have 8000 staff

instead of 9000. Could it not be reduced to 2000 with a salary of 6000 (i.e., tripled) and raise the qualifications?
