LETTER TO I. V. STALIN FOR THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b), WITH A DRAFT RESOLUTION ON THE COMPOSITION OF THE VTsIK
To Comrade Stalin, for the Politburo:
The session of the VTsIK has revealed the inadequacy of the current organization of its composition. The vast majority of its members are officials holding positions in the state apparatus. I propose that the Politburo adopt the following resolution:
It is hereby recognized as necessary that at least 60% of the members of the VTsIK be workers and peasants who do not hold any positions in the state service; that at least 67% of the members of the VTsIK be Communists; and that a commission be tasked with elaborating this issue for the upcoming plenary session of the Central Committee, to be composed of Comrades Kalinin, Enukidze, and Kamenev. This proposal should first be submitted to the Politburo, which will then forward it to the plenary session of the Central Committee for approval, with a view to its adoption at the next All‑Russian Congress of Soviets on May 13, 1922.
