OF CENTRAL INSTITUTIONS

Also to completely separate institutions: Central Statistical Administration, Gosplan, Concessions Committee, Komvnutorg under the STO, Centrosoyuz and the like, All-Union Central Council of Trade Unions, Comintern, Profintern, etc.

As I am going on vacation for a few months, I would very much like to be kept informed of the most important matters and the progress of the most important decisions, plans, campaigns, etc., in the following way:

— Send me once or twice a month the briefest (no more than 2-3 pages) reports on this topic and arrange for the dispatch to me of the most important current printed publications of the People's Commissariat, as well as texts of the most important published resolutions, as well as drafts. If the People's Commissar himself finds this work inconvenient, please inform me exactly who (deputy, member of the collegium, head of administration or secretary, etc.) he entrusts it to, instructing this person to maintain close contact with my secretary (Fotieva, Lepeshinskaya). Through these same secretaries, inquiries can always be sent by telegraph or mail, and current and urgent inquiries should be addressed only to the deputy (Tsiurupa), and to me only in copy.

The secretaries are tasked with carefully monitoring the execution of this, informing me of incoming publications, sending not all of them, but only the most important ones (the rest - only a list of them).

From the Russian newspapers, carefully send "Pravda", "Izvestia" and "Economic Life".

Communicate regularly with the Communist
International and the People's Commissariat for Foreign Affairs with a request to send
the most important foreign publications, especially brochures on current issues.

From foreign Russian publications, send "Nakanune", "Social Democrat" (Mensheviks), "Zarya" (Mensheviks), "Contemporary Notes" (Socialist-Revolutionaries), "Russian Thought" and a list
of other publications, brochures and books.
