To the Delegation of the Soviet Government, Krasin

The People’s Commissariat of Foreign Trade declared in December that eight million poods of grain have been purchased but not yet shipped. Having obtained new credits, the People’s Commissariat of Foreign Trade undertook to deliver by April 1st fifteen million poods of food grain, at the rate of five million poods monthly. In January, not a single pood has been received to date, nor is there any information about steamers dispatched or about shipments contemplated. In view of the extremely difficult food situation I propose that you report within two days: first—how much grain has been bought; second—how much has been shipped, by what steamers and to which ports; third—how much is being shipped in the immediate future and when; fourth—the plan for carrying out the obligation to purchase fifteen million poods*.
