Considering the importance of the Russo-German treaty, its acceptance by Germany, its influence on Italy, and the
dogfight between the powers over oil concessions, we arrive
at the conclusion that it would be most correct for us now
to build up all our foreign policy on everything resting,
over a certain period of at least a few months, only on the
Russo-German treaty, declaring it to be the only specimen
from which we shall depart only for the sake of exceptionally great advantages. Try to prepare this through the form
of break. Together with the ratification of the
Russo-German treaty we want to include such a statement in the
declaration of the All-Russia C.E.C. Urgently telegraph
your opinion.
