To V. M. Smirnov, I have finally read your memorandum dated April 13.

I am very pleased with its clarity, especially the diagrams.

I ask you to: 1) Establish and maintain such diagrams—through the secretary or an assistant—on a regular basis, and to sign them with the inscription: “Member of the Presidium of the State Planning Commission.”

It is the duty of the State Planning Commission to exercise “general oversight” over the implementation of the state economic plan.

2) Please provide me with a second memorandum on the budget, briefly outlining what exactly you are proposing regarding item 404.
