1 G. V. Chicherin had been a member of the RSDLP since 1905. During the period of reaction, he was a supporter of Menshevism; during the years of the Great Imperialist War, he embraced internationalism; by the end of 1917, he had adopted Bolshevik positions and joined the RCP(b) in 1918. From May 30, 1918, to 1930, he served as People’s Commissar for Foreign Affairs—and during this time, he chaired the Soviet delegation at the Genoa Conference.
Ya. E. Rudzutak had been a party member since 1905. From 1920 onward, he was a member of the Presidium and General Secretary of the All‑Union Central Council of Trade Unions. At that time, he also served as a member of the delegation to the Genoa Conference.
