I am sending Varga's** German letter.
I am convinced that we have an abundance of similar outrages.
Varga is probably right (I am writing to him that in future he must inform me of the informant's name). I ask you to appoint... the strictest investigation in Berlin, to catch those guilty in this "Bint" and then reorganise it from the ground up.
Appoint Evgeny Varga to the commission for investigation and reorganisation without fail.
