MEMORANDUM TO I. V. STALIN, L. B. KAMENEV, AND L. D. TROTSKY, WITH A DRAFT TELEGRAM TO GENOA
To Comrades Stalin, Kamenev, and Trotsky:
I propose that we send the following telegram—and that we inform the editorial boards of Pravda and Izvestia as a directive for our press:
“To Chicherin and Sosnovsky:
All information coming from Genoa indicates that we are falling prey to deception. Lloyd George, who is making a great fuss against France, is in fact using this as a cover for his primary objective: to compel us to pay our debts in general, and especially those owed to former owners. It is high time we launched systematic exposures of this standard maneuver employed by British diplomats—exposures both in our own communist press and in the foreign communist press.” 101.
