The question of studying local experience based on the reports of economic conferences has not received a practical solution. The reports received by October 1 were not sufficiently used for practical work and for the press, and were not processed by the Central Statistical Administration. Yet only with the correct and systematic study of the reports (by the Central Statistical Administration, Gosplan, and "Economicheskaya Zhizn") and the illumination of the results of the study in the press can it be achieved that the reports will become truly valuable material, suitable for political and economic conclusions. This task must be set before Gosplan, "Economicheskaya Zhizn", the Central Statistical Administration, and the Administrative Department of the Council of Labour and Defence, and its solution must be achieved.

I instruct you to convene a special conference and to outline a programme of work for the study of the reports.
