Comrade Rykov!

Having reviewed your telegram, I continue to insist on maintaining strict secrecy and refraining from involving foreigners.379 I propose that we request an official response from Krzhizhanovsky and Martens—either immediately, or after Martens’s forthcoming trip, which is scheduled to take place in three weeks. We will discuss the matter definitively at a special meeting of the Chairman of the Council of Labour and Defence and both of his deputies.
