The campaign against Lomonosov is blatant. Stalin correctly understood Krasin’s “jealousy.” Mezhlauk is right today in the newspapers.

The White Guards are taking revenge on Lomonosov, while the fools in the Council of People’s Commissars—duped by the Whites—are “fighting” in their favor.

It’s clear.

Formally speaking, the matter, in my view, is quite simple.

There is a resolution from the Political Bureau: a commission must be established.

Therefore, the resolution of the Council of People’s Commissars—which contradicts that resolution (being both premature and contrary to it)—must be rescinded.

1V.I. Lenin refers to the draft resolution submitted by L.B. Krasin to the Sovnarkom, which would have placed the Railway Mission of Yu.V. Lomonosov under the jurisdiction of the People’s Commissariat for Foreign Trade. As a result, the Mission would have lost its authority to independently procure locomotives and spare parts for Russia’s railways, as well as its right to negotiate with foreign firms and enter into credit agreements; the Mission would have been permitted to address only technical issues related to railway orders.

On March 24, 1922, the Sovnarkom, chaired by A.D. Tsiurupa, approved Krasin’s draft.
