I have just been informed that the Moscow Provincial Department of the State Political Administration has appealed the decision of the Moscow Regional Revolutionary Tribunal to the Judicial Control Division of the People’s Commissariat for Justice. I request that you personally review this case, treating it with the utmost care and attention. Should it prove necessary, work together with the Revolutionary Control Commission to gather additional materials concerning the activities of these institutions—and if so, appoint, in consultation with Comrade Avanesov, a commission for inspection not composed of bureaucrats and sycophants, but rather of individuals who are truly capable of conducting a thorough audit, securing the requisite documentation, and holding those responsible accountable. It is imperative that the Revolutionary Tribunal initiate a political trial—inviting Comrade Sosnovsky to serve as rapporteur—for the purpose of thoroughly cleansing this “scientific” quagmire.

I propose that the Moscow Regional Revolutionary Tribunal be issued a severe reprimand for its laxity and its formalistic, bureaucratic approach to this matter.
