On March 31, 1922, Y.V. Lomonosov sent the following reply to V.I. Lenin: "As for loans, I did not conclude any, and if I negotiated with Swedish banks, it was on your order. As for "civil deals", every order is a civil deal, and we issue 2-3 such deals a day. It is impossible to send all of them to Moscow for approval. It would practically nullify all our work. In all probability, the word "civilian" is wrong. In terms of meaning, the word "credit" is more appropriate. I have made only three of them:

1. For the repair of 200 steam locomotives in Estonia according to the STO resolution of November 16, 1921.

2. For materials on account of scrap according to the STO decree of February 10, 1922.

3. For turbines according to the decree of the SNK of August 23 and November 21, 1921.

Henceforth, I will take it into account that the resolutions of the STO are not sufficient in this case, and it is necessary to have the resolutions of the SNK.
