Comrades Kamenev and Stalin, It seems to me that Krasin and Tsyurupa are correct in their solution to the question of the revolving fund of the People's Commissariat of Foreign Trade. Sokolnikov makes the error of assuming that the state trading enterprises are independent and stable, although in reality he has done nothing in detail to actually achieve this goal.

His state trading enterprises are uncontrolled and will inevitably come to crisis.

The question must be decided on the basis of one criterion and one criterion alone: where are correct circulation and substantial profit more reliably ensured. Therefore it seems to me that the solution of Krasin and Tsyurupa is the correct one.[340]
