The Concession Committee of the State Planning Commission is entrusted with the duty to collect and centrally maintain comprehensive records of all concession negotiations and concession affairs conducted by the RSFSR with foreign capitalists, both within Russia and abroad. It is imperative that this material be compiled not only for the current period but also for past years.
The Concession Committee must maintain a precise registry of these materials, organized into the following categories:

a) Contracts that have been concluded;

b) Serious negotiations from which contracts may be concluded in the near future;

c) Negotiations that have been suspended (with an explicit indication of the reason);

d) All other ongoing negotiations.
The registry should include brief summaries of each case’s content—roughly outlining: the status of the negotiations, the object of the concession, the names of prospective concessionaires, the approximate or exact scale of capital investment, and the file number under which the case is stored.
A copy of this registry must be forwarded to the Administrative Department of the Council of Labour and Defence by the 19th of each month, and the registry must be updated monthly with fresh information.
The Concession Committee shall designate a person responsible for collecting the relevant materials and compiling the registry (either the head of the Administrative Department or the secretary), whose name must be promptly communicated to the Administrative Department of the Council of Labour and Defence.
